Sandwell Metropolitan Borough Council has awarded Tilbury Douglas Construction a £15m contract for the early stages of a new Passivhaus-certified primary school.
The scheme involves the replacement of the existing Causeway Green Primary School in Oldbury.
Tilbury Douglas will collaborate with the design team under a pre-construction services agreement (PCSA) during RIBA stage 3 to develop a fully costed and completed design.
Subject to approval, the PCSA will be extended to cover stage 4 and agreement of a final contract sum.
The contractor’s initial appointment, signed on 24 December 2024 but only published last week, follows an open procurement process.
Four bids were received, with Tilbury Douglas selected as sole supplier.
Design and construction of the new school will target full Passivhaus certification, in line with local authority ambitions for low-energy buildings.
Last year, the contractor completed work on another Passivhaus school for nearby Wolverhampton City Council.
