London Met launches £284m search for strategic estates partner


London Metropolitan University has launched a tender for a £284m contract to deliver capital projects and facilities management services over the next decade.

The successful bidder will act as a Strategic Delivery Partner (SDP), supporting the university’s estates strategy from design through to operation across new-build and refurbishment schemes.

The partner will be expected to deliver capital works and lead a Total Facilities Management service, with a focus on enhancing student experience, achieving net-zero targets, and improving lifecycle costs.

A key requirement is to ensure smooth handovers from construction to FM using Soft Landings principles.

Procurement is being run via a competitive flexible procedure, with a five-stage process.

Up to four suppliers will be shortlisted, with an award expected in March 2026.

The contract will run for an initial five years from April 2026, with potential extensions taking the total term to 10 years.

The total contract value is £284m excluding VAT (£340.8m including VAT).

The university said the integrated procurement of Tier One and FM services would support strategic objectives and generate efficiencies.

The SDP will be tasked with identifying further opportunities to enhance teaching, community use, and social value.

Gardiner & Theobald has been appointed as project manager, and Mills & Reeve is handling contract development.

Suppliers have until 29 May 2025 to submit requests to participate via Oracle Fusion’s e-tendering portal.
