Portsmouth council sets out plans for £450m housing repairs contract


Portsmouth City Council has unveiled proposals for a 10-year programme of repairs and maintenance to its housing portfolio, with the potential contract value reaching £450m.

The scheme will be procured as two separate contracts, covering residential and commercial properties managed by the council.

One lot will be allocated to buildings on Portsea Island and another to properties off the island, reflecting logistical needs for service delivery.

The initial term will run for five years from April 2027, with options to extend to a full 10-year period.

The council has forecast that inflation and housing stock growth could push the combined lifetime value of the contracts to between £336m and £450m excluding VAT.

A tender is expected to be issued in May or June 2026, with a contract award due in November that year.

Work on the contract would then begin in April 2027, the council said in a pipeline notice today (2 May).

Small and medium-sized enterprises are encouraged to participate in the bidding process, which the council said will align with the UK Procurement Act 2023.

It added that the upcoming Local Government Review could further increase the scope and value of the contract, but such impacts will not be reflected until the full tender notice is issued.
